India also famously did not have a majority of households with toilets. There was a big campaign to ensure the majority of Indian households were equipped with plumbing and waste management, although early in the program people would ignore the toilet and use the additional room as another storage area.

The transition to indoor toileting will be one of Modi’s conflicting legacies. His almost maniacal advocacy of improved toilet facilities has saved, and will continue save, many millions of lives annually. And it will improve the lives of many, saving them from agonizing diseases of inadequate sanitation.
And he’s also greatly exacerbated tensions between Hindus and Muslims.
