The “strictest ever rules” were in societies that actually banned murder.
They didn’t even need to know chat bots would ever exist, they just remembered murder is against human nature. If nobody fucked that up before adding cops and chat bots, the cops would just arrest any chat bot operators that commit murder, like anyone else
