Looking for Anime Title; Two Tornadoes turn into huge upside-down legs

I saw this clip/scene in a longer YouTube video. I can’t recall that one either. It wasn’t really about anime, IIRC.

I think the legs came crashing down flat, and that’s where the clip ended.
