It’s not clear. Chalkno maybe? Doing a reverse image search and know your meme brought up a KYM page on ‘chirno shrug’ that is the same artist. But the links to the original is dead. Seams to have come from 4chan over a decade ago lol.
I found this twitter account collecting works by the same creator: link. Nickname is indeed unclear because they were anonymously posting on 4chan. Link to 4chan archive i found on mentioned twitter account: warosu.org/jp/thread/4296207 .
