Not sure whether this helps but I added some logging statements to Connect.php:

So the $xchan variable is empty in which case the pubcrawl hook pubcrawl_follow_allow just returns without doing anything - the error message might be misleading in this case.

However I was unable so far to figure out where $xchan should be set.
