This is a classic example of why fines are only meaningful if you’re poor. Scaled fines based on income or wealth or jail time is the only thing that will prevent this kind of thing.
Burn the offender’s homes down and designate it as a national park.
It has to hurt them or they keep doing it. If the benefit is worth it, they keep doing it.
