I want 1 (one) workspace, as multiple workspaces is confusing. I currently have an "all" workspace that has all the tabs I want. But there is another workspace ("empty") lurking (with only a start page on it). How to get rid of the "empty" workspace? How to have only 1 workspace?
If multiple workspaces must exist, how to set the default workspace: the workspace that is loaded when Vivaldi starts up?
Thanks for the help.

Thank you for the reply. Your instructions did not work. Moving all tabs to "this window" did nothing. When I disabled workspaces I was stuck with the "start page" workspace I did not want. Further, https://help.vivaldi.com/desktop/tabs/workspaces/ describes a "Workspaces button on the left side of the Tab Bar" that does not exist. Further, there is no Workspaces menu as described on the help page.

You wrote: "moving the tabs of a workspace to the main window work". I don't even know what you mean. What is "the main window"? I lose all tabs (253) in the All workspace if I disable workspaces, even after: "Select all tabs with Shift+Click on the first then on the last tab and choose Move > To this Window."

I don't doubt that my install of Vivaldi is what it should be. The problem is that Vivaldi appears broken from a usability standpoint. Its documentation does not match how the program operates. What you have described does not work.
Thanks for the help.
@garyo
There is no other way, work in the main window or ignore it and work in your one workspace.
I tested before I post here, moving the tabs of a workspace to the main window work.
This is a clean install of Vivaldi, all default:

You have change the tab bar or something is really wrong in your install.
If you disable workspaces the button disappears, of course.
