Maybe you play it as an Imperial legionary who was kicked out in disgrace for something and is hoping to build a new life in Morrowind as somewhere with a weak Imperial presence? Once you're back on your feet somewhat you can decide to either attempt to rejoin the Legion or you can commit to Morrowind by joining House Redoran
