In some jurisdictions, you can’t hire foreign workers unless there are no local workers that meet the job requirements. Posting a fake position with the intent to deny all candidates is usually sufficient to demonstrate that an attempt was made to search for local talent, but they can’t admit without getting into a lot of trouble.
