Stable diffusion can be installed and run locally. On top of the regular model you can apply models specifically trained for anime girl generation.

Can 1060 run it? I never thought I will use my graphics card so I got a cheap one – the one with 4 ports. If a 1060 can run on it that would be great.

A 1060 probably can’t unless it’s the 6gb vram model. my card has 8gb vram and it crashed sometimes when I tried generating 10+ images at a time.
You’d have to try it on your 1060.
