Prisoners, as in they went through their judicial system. Not at all equivalent to hamas taking hostages. Anyways 1:1 is the ratio that makes sense to me.
No it’s hostages, because they never went through the judicial system, they are not even being charged with any crime. They are just being held indefinitely by authoritarian laws.
