Who gets to decide what’s banned?
Science.
Who gets to decide what science is used to ban things?
If you give people the power to control what is said, they will use that to their advantage. Including banning what you like eventually

Not many people share the same mother, so that means every mother has to moderate the internet for everybody? Or one specific mother gets to moderate the internet? How is it scalable?
