Traditionally, sure. But in the past the Defense Secretary didn’t scream at flag officers and generally treat them like shit in their presence. Or, ya know, but loyal to a president collapsing the republic into a fascist dictatorship. I don’t think most US generals/admirals truly cared much about the oath they took but they did take it and I will criticize them for breaking it.
