As tempting as it is, we trick ourselves by oversimplifying, and it’s just plain tactless to use racial insults (regardless of how one means it, what matters is how other people interpret it).

Why not? Racism isn’t always systemic racism. What else would one call discrimination based on race?

It’s just called racial prejudice. Racism is, indeed, always systemic/institutional.
