Is a person’s or group’s age purely physical, or is it the time one/many has been alive and all the experiences they have had?

So, say physically someone/somemany could stop growing/changing once they reach a certain age, are they actually that age after ten years has gone by or are they still actually the physical age that they stopped at? Interesting question.
