Comment on I have an apartment where the dumpster is a car's drive away, and taking trash down involves 4 staircases. What is the best way to ameliorate this situation?
Something like this should do well as long as one doesn't mind looking like an urban granny.

I did forget about the stairs. In that case I’d ask OP how big the window is
