They can go through Egypt. They can airdrop supplies. There’s options. But they don’t.
Why would it be declaring war to aid Gaza? Care to spell it out, what Hamas does with that aid?

Again, they can’t the entry point is blocked by Israel.
Again, they can’t as Israel controls the air space and given orders to shoot down anyone.
Again, it would require force to break the blockade, which is a miilitary action against another country, which requires declaration of war. Unless you US of course, and then laws are meaningless.
As were said many times by UN who distribute the aid, there are no evidence of Hamas stealing it. So far they weren’t proved wrong.
