Nah, elementary for 24th! The mobile transmitter was developed within a few years of Moriarty being cube’d.

Doc’s was from the 29th century but Federation was using them in the 25th (Picard s3) but I just assumed they were just based off the EMH one.
So, timey wimey stuff.
25th century. Too late for at least two of the sentient holograms we’ve seen who really could’ve used em.
