  The difference between 8 & 10 is 2, the difference between 800 million and 1 billion is 200 million.

    And the differnce between 8 and 10 is 20% of 10. The differnce between 1000 million and 800 million is 20% of 1000 million.

    20% = 20%. The ratio is the same.

    Since saying “8 is nearly 10” is reasonable, saying “800mil is nearly 1000mil” is also reasonable. The math doesnt really change just because of the scale.
