I don’t understand how a junta can have any concept of law or constitution. That’s liks asking an evangelical to explain morality.

it’s very common for military to enforce democracy, though it doesn’t mean it’s good.
Turkey has used it in 1960, 1980, 2003 and attempted in 2016 (depending on who you ask) where the military enforced a reinstitution of democracy each time. But it failed in 2016, so who can say.
