I would be cautious drawing too many conclusions from a fiction book where that may have been a plot device.
That said, in the US I would look to No Child Left Behind. It tied school funding to student achievement and resulted in a lot more measurement. It is common for schools to be funded by days students attend, so that would also be a factor.
