Who is responsible in a democracy according to you?

If it were 100% a democracy, then sure, you can blame the majority of the people. But is the US really democratic. Sure there are elections, but are elections really free and fair. The rich can just spend unlimited amount of money to spread lies to people, can you really blame the people for not knowing better? If the people doesn’t have easy access to unbiased information, and the most prominent news are constantly blaming democrats, and sane-washing trump, portrays his neo-fascist policies as somehow even comparible to the democratic status quo, that’s not really a true democracy, at best its a hybrid regime with with somewhat democratic features.
