Competent software developers might be thought of as implementing stochastic gradient ascent, which is orders of magnitude superior to generate-and-test (or hillclimbing) on almost all metrics that matter. You use generate-and-test as a last resort when there is no gradient to ascend. Having a gradient means knowing how to avoid most if not all bad changes, something competent software developers routinely do as a matter of course but LLMs cannot do and may never be able to do well.
